SBD help

My mother has custody of my fish, 1.5 hours away, due to a landlord situation. The best I can evaluate from this distance is that he has SBD. He hasnt eaten in 4 days, and she is wondering what to do since if he wont eat, the pea is not going to help him. She also wants to know how long he will go on if he continues to have it.

What size is your tank? 2.5 gallons
What temperature is your tank? runs about 80-85
Does your tank have a filter? No
Does your tank have an air stone or other type of aeration? No
Is your tank heated? Yes
What tank mates does your betta fish live with? Himself :D

Food
What type of food do you feed your betta fish? Aqueon betta pellets
How often do you feed your betta fish? 2x a day 5 pellets total

Maintenance
How often do you perform a water change? My mom is doing 100% every two weeks and 50% every other week
What percentage of the water do you change when you perform a water change? Read above
What type of additives do you add to the water when you perform a water change? My fish love my parents water, but when at my house, I use water conditioner

Water Parameters:
Have you tested your water? If so, what are the following parameters? Cant, 1.5 hrs away

Ammonia:
Nitrite:
Nitrate:
pH:
Hardness:
Alkalinity:

Symptoms and Treatment
How has your betta fish's appearance changed? Looks "pregnant" to mother(male fish)
How has your betta fish's behavior changed? Hides, doesnt eat, "floats"(description from mother)
When did you start noticing the symptoms? A few days ago
Have you started treating your fish? If so, how? She hasn't
Does your fish have any history of being ill?No, just tail biting
How old is your fish (approximately)? Have had him 7 months, got him at a LFS

I would start with increased water changes.....1-50% today and 1-100% tomorrow and then stay on a schedule of 1-50% and 100% a week thereafter in a unfiltered 2.5gal tank.....if he doesn't perk up after the improved water quality....he may need an Epsom salt 2-3tsp/gal treatment in QT....any buoyancy problems along with the big stomach....

Or go a head and start the Epsom salt(not aquarium salt) today in a small QT container-along with 100% daily water changes for 10-14 days....if you have tannin to add all the better......

I have no control over water changes unfortunately. I will tell her about Epsom salt though. I hate that they are so far away.

I'm sorry about your little guy =(
You say he loves her water, but you use conditioner.. is she not using conditioner? If not.. then yeah, that will kill him, and quicker with the lesser water changes.

I stayed at her house with them for two months without using conditioner(left it at my house). they blow bigger and better bubble nests there than they do here. I use it at my apt because I have city water. She has well.
