Gilligan is bloated again

Gilligan seems to get bloated way too often. So far he's always gotten better within a couple days if I fast him, and he never shows any symptoms except being visibly bloated and sometimes slightly less active than usual. He doesn't have any problems reaching the surface, and isn't showing signs of stress.

Does it sound like he has some condition that causes this, or am I doing something wrong?

Housing
What size is your tank? 1.5 gallons
What temperature is your tank? 78 degrees F
Does your tank have a filter? No
Does your tank have an air stone or other type of aeration? No
Is your tank heated? It has a heater, but I don't need to use it very often
What tank mates does your betta fish live with? None

Food
What type of food do you feed your betta fish? Used to be flakes and pellets, but recently it's only been pellets
How often do you feed your betta fish? 2 pellets twice a day

Maintenance

How often do you perform a water change? 2 or 3 times a week
What percentage of the water do you change when you perform a water change? 100%
What type of additives do you add to the water when you perform a water change? Water conditioner

I haven't tested water yet

Symptoms and Treatment
How has your betta fish's appearance changed? Bloated
How has your betta fish's behavior changed? He's been less active than usual today
When did you start noticing the symptoms? Bloating was yesterday, less active only in the past 2 or 3 hours
Have you started treating your fish? If so, how? I'm raising the water temperature right now. Also, I didn't feed him at all yesterday
Does your fish have any history of being ill? He's been bloated before
How old is your fish (approximately)? I've had him about half a year, and I think he was not full grown yet when I bought him

You could try soaking his pellets before feeding. That lets the air inside the pellet escape. You'll be able to see how big the pellet will truly become so you can gauge how much he needs.

His bloating problems may just be caused by the pellets expanding in his stomach.

He just died. I had no idea he was that sick, he wasn't even bloated very much. I can't stop crying. This is the second fish that has died way too young.
