Cleaning Gallon Milk Jugs?

I am blessed to have a local pet store that sells RO + chems treated Betta water very cheaply by the gallon. Lately I've noticed the gallon jugs (plastic milk jugs basically) are starting to smell bad. How do I clean these safely for my fish?

You could clean them with vinegar and hot water, but if that doesn't work you may have to get new ones. D:

Thanks! Do you have a specific ratio you would use? Like I guess 9:1 would be about 14.5 to 1.5 cups.. something rough like that..
