Once again another question came to mind lol
Is it ok to make my betta flare, for a short amount of time, like less then a minute? I heard it lets them stretch their fins, etertains them, and gives them excersise?

Sure, that's totally fine, in fact it can be good for them! It's also good for if he ever gets a little constipated, a good flaring session will usually help straighten that out lol!

My dad said it stesses him out when i did it, but no stress stripes occur when I do a flaring session... but then again my dad's a guppy/platy expert, not a betta expert! lol

Depends on the fish, if he goes absolutely crazy when you do it then it's probably not a good idea to do it, but if he just flares a couple times and then calms down it's fine =)

I think he likes it! lol Sometimes when he stops he spreads his fins out, almost flaring by himself, lol He sitting and swimming back and forth in front of me watching my every move... lol
