Question Maxwell is acting weird...

So these past few days Maxwell has been acting weird. It seemed to happen over night.
He just sits all droopy like staring at the heater or lays down on his side in his jar cave.
His fins are kinda clamped too and are not ripped but stringy looking, like someone who has not washed their hair for a long time.
He still has his color. But when I fed him this morning he waited for a long time before slowly moving towards the food. He also takes a long time to react when he sees me looking at him near the tank.
I just recently added a heater. Otherwise that is the only thing different in his tank.
I have had him for almost 3 weeks now. The lady I adopted him from said he was very young. And until him acting like this he has been the picture of health and very active.

Note: The heater is a Marineland 10 watt. It is preset to 78 degrees and cannot be changed.

Do you have a thermometer? It sounds like he's lethargic.

Unfortunatly I do not have a thermometer. I just started rebuying everything for fish.
His water did feel a little too warm to me. Plus, with the type of heater I got, I have heard some people having their fish cook to death.
So I unpluged the heater to see if he perks up.

Hi Aluyasha,

Definitely worthwhile getting an internal suction thermometer as soon as you can. They are relatively inexpensive and provide valuable insight into your water temperature.

A number of things could be causing this. Could you please let us know the following?

Housing
What size is your tank?
What temperature is your tank?
Does your tank have a filter?
Does your tank have an air stone or other type of aeration?
Is your tank heated?
What tank mates does your betta fish live with?

Food
What type of food do you feed your betta fish?
How often do you feed your betta fish?

Maintenance

How often do you perform a water change?
What percentage of the water do you change when you perform a water change?
What type of additives do you add to the water when you perform a water change?

Water Parameters:
Have you tested your water? If so, what are the following parameters?

Ammonia:
Nitrite:
Nitrate:
pH:
Hardness:
Alkalinity:

Symptoms and Treatment
How has your betta fish's appearance changed?
How has your betta fish's behavior changed?
When did you start noticing the symptoms?
Have you started treating your fish? If so, how?
Does your fish have any history of being ill?
How old is your fish (approximately)?

Thanks for that Aluyasha.

I highly recommend purchasing a water conditioner. One that is highly regarded by all Betta owners is Stress Coat. This will remove alot of the additives in the water that make it safe for human consumption, but not fish unfortunately. If the water is making him unwell, this would alleviate it.

Are there any signs of white dots, sores, swelling, gold/rust tinge on skin?

I will for sure get some water conditioner as soon as I can. :)
Like I said earlier, I used to have everything for fish, but I thought I was moving a few months ago and sold everything. So I am now trying to get everything back.

His fins and body look normal, he still even has his color. It is how he is acting is the problem.

I just checked on Maxwell, his gills are barely moving and he is not responding to me. He is just floating up against the side of the tank...
