Fin Rot or just normal coloring?

Hi there :)
I have a question about my orange male Veil Tail betta.
He is as perky and healthy as ever, but I'm afraid he might have fin/tail rot. On his pelvic fins, kinda close to his body on the back, (both of them) have a black spot. And his anal fin (is that the right name for the one on their belly?) looks..torn kind of. It's the same shape, but kinda towards the front, bout midway, it's torn a bit. He has some tiny black dots on his sides too.
He has no plastic plants or anything he could of torn them on, the only thing I can think of is that he's been flaring too much or something.
