Fin rot or just an extreme tail-biter?

My male VT betta Lyric's fins are looking to be in poor condition and I don't know if he's got fin rot or just hates his fins. His tail and anal fins are the most beat up - his anal fin is torn completely in half and the tail is very raggedy and shredded. They don't have any black/red edges that I can see - however, I've never, ever seen him doing anything that resembles chasing/attacking his tail (and I watch him enough that I'm positive I would have seen him doing so by now). I've considered that he's being hurt by something in his vase - however, since he has round marbles for substrate (and rarely heads to the bottom of the vase anyways) and only a silk plant in there otherwise, that doesn't seem probable. His behavior hasn't changed.
I've began to treat him with AQ salt, but after a week of it it doesn't seem to be doing anything.

So, the point of this is: Is there a sure-fire way to tell whether he's got fin rot or is just a fin biter? I'm guessing he's just a tail biter since he doesn't have black edges to his fins and no changed behavior has been noticed, but I'd just like to be sure since I haven't seen him biting himself or anything.
(And to be clear, yes, I have read the sticky on these two things, and it really didn't clear much up. OTL)

I'll try to take some pictures later if I can figure out how to work this new camera of mine. cx

And to answer those questions:

-What size is your tank?
He's living in a vase that holds approx. 1.5-2 gallons of water.
-What temperature is your tank?
When measured two days ago, it was 81 degrees (My house is warm. Dang desert!).
-Does your tank have a filter?
-Does your tank have an air stone or other type of aeration?
-Is your tank heated?
No (Like I said, my house is generally warm enough in the summer that when I stick a thermometer in the tank it's about the same temperature as a heated tank anyways.)
-What tank mates does your betta fish live with?

-What type of food do you feed your betta fish?
Topfin color enhancing betta pellets
-How often do you feed your betta fish?
He gets 4 pellets twice a day.

-How often do you perform a water change?
Once a week.
-What percentage of the water do you change when you perform a water change?
-What type of additives do you add to the water when you perform a water change?
Just a few drops of Amquel Plus water conditioner.~

Water Parameters:

Have you tested your water?
No. ;^;

Symptoms and Treatment

-How has your betta fish's appearance changed?
His tail fin has gotten tattered up and his anal fin is ripped completely in half.
-How has your betta fish's behavior changed?
It hasn't!
-When did you start noticing the symptoms?
-Have you started treating your fish? If so, how?
I've started adding half a teaspoon of AQ salt to his water twice a week.
-Does your fish have any history of being ill?
None that I'm away of!
-How old is your fish (approximately)?
He's a little over a year.~

Again, I'll try to get some pictures. Any help is appreciated. Thanks!
