Help new owner sick fish

my fish has bubbles attached to his tail and see thru openings on his tail happened over night eats well and is active i changed his water the night before this happened does he have fin rot?

Bubbles as in air bubbles?

For the holes, it's probably tail biting if it happened overnight.

Is he in view of any other bettas? Does he have hiding places? A good day/night cycle? Any form of mental/physical stimulation?

Those are usually the causes of biting. To help him heal: keep him busy, feed him a high protein diet, clean water, and some stress coat.
