I like to cut an extra peice of the craft mesh and T the top of the divder...It prevents the bettas from jumping sections.
If you use a HOB filter you will want to baffle it well...I like to use the aquarium sponge method on page 4:

You could also use sponge filter...
You can either cycle the tank before adding the fish..or do an in-fish cycle and keep a close eye on water params...I usually do 2 50% water changes weekly while my tank is first setup and cycling..Cycling usually takes about a month this way...Once my tank is cycled I do a 40% water change weekly.
It is a good idea to provide lots of hiding spaces and plants live or silk for bettas in divided tanks... it helps break up the view of the other betta.
