Split in caudal, damage to dorsal fin

::sigh:: I have been trying so hard to do the best I can for my boy. The past couple of days I noticed a little bit of damage had been done to some of his fins. I can't get good pics up, but what it looks like is there is a curly q in parts of his dorsal and caudal fins (hope I am spelling this right).

Sometime after his feeding this morning, I noticed what looked like a split in his caudal fin. I am planning on buying new plants (artificial) but I need to know if there is anything else I should do to help him heal. I know he's having a rough few days, since I am trying to acclimate him to the hard water in my house.

Further advice would be appreciated. I definitely want to keep him from getting sick, if he already isn't.

Does your tank have a filter? No
Does your tank have an air stone or other type of aeration? No
Is your tank heated? Yes
What tank mates does your betta fish live with? None

Food
What type of food do you feed your betta fish? Omega One Betta Buffet Pellet
How often do you feed your betta fish? 2x Daily no more than 4 pellets/feeding

Maintenance
How often do you perform a water change? 2x week
What percentage of the water do you change when you perform a water change? 1 50%, 1 100%
What type of additives do you add to the water when you perform a water change? Water Conditioner

Water Parameters:
Have you tested your water? If so, what are the following parameters?

Ammonia:
Nitrite:
Nitrate:
pH: 7.2 - 7.4 (and rising, due to suggestion since I have hard water)
Hardness:
Alkalinity:

Symptoms and Treatment
How has your betta fish's appearance changed? Has curly q type spots in his caudal and dorsal fins, has split in caudal
How has your betta fish's behavior changed? None
When did you start noticing the symptoms? 2 days ago to now
Have you started treating your fish? If so, how? Not yet, need advice
Does your fish have any history of being ill? No
How old is your fish (approximately)? Not sure, had him for nearing 2 months

The curling might be from poor water quality before you got him or due to hard water.

As for the split, his fins may be a little fragile if you're still adjusting him to your water. Give him some time and keep him water extra clean to prevent infection.

Hoping it's not due to the hard water. I definitely am going to keep his water really clean, just didn't know if I needed to do anything else.
