Betta Bloat Not Getting Any Better

So my veiltail has been bloated for about 2-3 months now. I've tried not feeding him and also cutting down on his feedings and it's not getting any better. Now it's gotten a little worse and he wobbles a little when he swims. He lives in a ten gallon tank divided 3 ways and I do a 50% water change every week. Here's a pic.

Also one of my crowntails looks like he somehow got rotten food stuck on his tail and it's not knocking off. What can I do about that?
