Fin Rot?

I just noticed that my betta, Triton, looks like his fins might be somewhat frayed at the ends. I tried to get a picture, but he's choosing to hide behind the heater, so that didn't work. I'm wondering if I treat him for fin rot and he doesn't actually have it, will it hurt him? And if I do treat him, what would be the best medicine?

What size is your tank?: 4.5 gallons.
What temperature is your tank?: 78 F
Does your tank have a filter?: Yes.
Does your tank have an air stone or other type of aeration?: Yes.
Is your tank heated?: Yes.
What tank mates does your betta fish live with?: He's by himself.

What type of food do you feed your betta fish?:
He alternates between pellets, freeze dried blood worms, and tropical flakes.
How often do you feed your betta fish?: Once a day.


How often do you perform a water change?:
Once a week.
What percentage of the water do you change when you perform a water change?: 25%.
What type of additives do you add to the water when you perform a water change?: TetraAqua BioSafe with BioExtract, Wardley 3 in 1 Water Conditioner, and aquarium salt.

Symptoms and Treatment
How has your betta fish's appearance changed?:
I think his fins might be a little more raggedy than usual at the bottom.
How has your betta fish's behavior changed?: It's hard to say. I only just noticed this tonight and my mom has been taking care of him more often over the past week than I have (feeding him and talking to him), because I've been really swamped with finals. I caught him hiding down at the bottom of the tank a few times in the last half hour by the heater, but it's also 8:44 at night, so I'm not sure if he's actually lethargic or if it's the fact that the room is darker than usual and I'm on my bed busy studying, so he's bored. (It's not unusual for him to hide and wait for someone to walk in so he can pop out and act all protective of his tank, but he usually hides on the other side.)
When did you start noticing the symptoms?: Maybe a half hour ago.
Have you started treating your fish? If so, how?: No.
Does your fish have any history of being ill?: I've never had to treat him for anything before.
How old is your fish (approximately)?: Maybe about a year-and-a-half to two years old?

If you're worried it might be fin rot, try upping the weekly water changes a little bit.

Try a 50% weekly for a little bit to see if cleaner water helps him improve at all.
