Question Worries about heaters

I have more questions, lol. Okay so I'm worried about being able to keep a tank warm enough. I'm a college student, so we save money by not running the heater in our house. This makes it very cold in our house in the winter. Will a heater only heat the temperature to 10 or so degrees above room temp, or will it heat it up to where it's programmed? I really don't want a fishie to freeze so if anyone could help me with finding a heater suitable that would be wonderful! I currently have a 50W tetra I believe so if I should scrap it and get a new one let me know!
