oh no! whats wrong with my fish!?

so i got Curly new years eve. he hasn't eaten since i fed him in his cup that morning. he is still continually hiding as well. well this morning i noticed that on the clearer part of his tail fin it looks blood red. its not at the very tip or on the edges but in the middle. any idea what this could be? his fins aren't falling apart either.

he's in a separated 10 gal tank with my other HM betta. there's a heater and a filter. any idea as to why his fin is turning red? did he maybe get stuck under something?

Does your tank have a filter? yes
Does your tank have an air stone or other type of aeration? no
Is your tank heated? yes
What tank mates does your betta fish live with? none

Food
What type of food do you feed your betta fish? attempting to feed tetra betta pellets, but hasn't eaten them or even acknowledges that theres food.
How often do you feed your betta fish? 2 times a day attempted

Maintenance

How often do you perform a water change? yes
What percentage of the water do you change when you perform a water last change? was about 100 % last saturday
What type of additives do you add to the water when you perform a water change? was just a betta specific conditioner

Have you tested your water? If so, what are the following parameters? haven't tested my water

Ammonia:
Nitrite:
Nitrate:
pH:
Hardness:
Alkalinity:

Symptoms and Treatment
How has your betta fish's appearance changed? red on clear part of tail
How has your betta fish's behavior changed? has simply been sitting on the bottom and rarely swims
When did you start noticing the symptoms? since i put him in his tank he's been not eating and sitting on the bottom. redness happened over night.
Have you started treating your fish? If so, how? not yet
Does your fish have any history of being ill? new fish so i have no idea!
How old is your fish (approximately)? well he's a little over an inch long. but i'm not sure how old he is.

i will test my tap water and my tank water when i go into work today. i work at petsmart, so i can test my water for free. i won't be able to post results until i get home at about 9:30 pm.

i would like to add that i've noticed something else. compared to watching him yesterday i've noticed i haven't seen him come up to the surface for air. he seems to acknowledge me more today but haven't seen him swimming around, except for when i made him move around so i could see his fins. i see Frosty take breaths all the time, he's VERY active though. but Curly just doesn't seem to.

red on tail fin has gone? see slight red on another fin. noticed s slight fuzzy patch on his body. did a water change and treating entire tank with AQ salt. also curly is in a separate container in the tank. treating with 1 tsp/gal of AQ salt. going to do 100% water change in his container every day. will update on him later!
