to cycle or not to cycle?

I have a ten gallon I have let get way out of hand. I have a hard time with it being filtered and all. I am going to clean it out get rid of all the algae. So would it be better to filter it or not to filter it? I hate doing all the testing and stuff would I still need to do that if I make regular water changes and vaccume and no filter? I don't want to deal with re-cycling either. I would much rather just do 100% changes. With a ten gallon non cycled and 1 to 2 bettas what I would I need to do for a non cycled tank? I would take the filter out of course.
