fin rot + quarantine tank problem

My betta is currently alone in a 20 gallon tank. 100% daily water changes are not going to happen in it, and supposedly the AQ salt would kill my plants anyways.

I do not have and cannot afford a separate heated quarantine tank. What I do have is a plastic fishbowl. I don't think my heater would even fit.

I've had him since Christmas. I noticed some brown at the edges of his fins, but when I looked into it people suggested that it was new growth so I let it be. Now he's got some blackened spots on the edges of his tail fin along with a stripe. His dorsal fin is missing a small chunk, and one of the ventrals has a black streak that touches his body.

This is my idea:
  1. Re-position the heater and extend the filter intake tube, then take out 40% of the water from the tank.
  2. Fill the plastic bowl with clean, conditioned, aquarium salted water, set the bowl in the aquarium (the lid would be a couple inches above the water line).
  3. Put the fish in the bowl, treat fin rot as normal.

Any input/advice/suggestions would be appreciated.
