Cloudy Eye (second opinion needed)

Housing
What size is your tank? 5 gal
What temperature is your tank? 79
Does your tank have a filter? yes
Does your tank have an air stone or other type of aeration? no
Is your tank heated? yes
What tank mates does your betta fish live with? n/a

Food
What type of food do you feed your betta fish? tetra beta floating mini pellets
How often do you feed your betta fish? twice daily

Maintenance
How often do you perform a water change? once a week
What percentage of the water do you change when you perform a water change? 25%-30%
What type of additives do you add to the water when you perform a water change? tetra water conditioner

Water Parameters:n/a
Have you tested your water? If so, what are the following parameters?

Ammonia:
Nitrite:
Nitrate:
pH:
Hardness:
Alkalinity:

Symptoms and Treatment
How has your betta fish's appearance changed? pale spot above the affected eye. the eye appears to be a bit swollen and cloudy
How has your betta fish's behavior changed? hasn't really
When did you start noticing the symptoms? today
Have you started treating your fish? If so, how? no
Does your fish have any history of being ill? treated conservatively for fin rot when i got him.

How old is your fish (approximately)? No idea

I'd just like input as to what it could be and treatment methods if its anything at all. If better pictures are needed i'll try to get some up.

the flakey scales above the eye are worrying. but for pop eye and cloudy eye, usually it is a water quality issue.

I would try upping the water changes to see if any improvement is made or possibly treating with aquarium salt for the cloudy eyes and flakey scales if those are not usual.

Have you added anything new to the tank recently before this issue? It looks like your heater is a Topfin, which I've had a bad experience with for leaking.

The decorations are fairly recent (around christmas). Other than that, no.

Today when I went to feed him he wouldn't budge which is very unusual. aq salt and 100% water changes for 7 days the treatment for this?

I would not treat conservatively with that but that's your call.. I would use antibiotics.

I would test your water for ammonia at least and be prepared to do some water change(s) if necessary. I would treat in hospital tank if possible because antibiotics could cause your cycle to crash.
