just remember the simple rule 1 inch per gallon. if your betta is 2 inches and neon tetras are 1 inch. then you have the maximum amount of fish in your tank.
If your tank is properly cycled and you keep up with the water changes, you can add 2 more tetras but I would not go above 10. I had 10 in a 10g with cories and a betta but my tank was cycled and also double-filtered. Tetras don't put out quite as big a bioload as some fish so you should be okay with 10. Again, if the tank is cycled and you keep up on the water changes.

The inch per gallon rule should be used with high caution. For instance, in the reasoning of the inch per gallon, I could fit a 5 inch goldie in 5 gallons have to remember bioload.. some fish have a higher bioload, others have lower bioloads.
However, I will agree, neon tetras are darn pretty aren't they :o
The other thing to remember (which is why my opinion is to not add more) is swimming space. You can have a 10 gallon with 4-5 pygmy cories and 6 neons, but not a 10 gallon with 10 corys. Just not enough room. While waste might not be the problem, swimming space may be. And tetras are active little buggers. Ultimately, it's up to you though :)
Smoke is right. You definitely couldn't have more than say, 6 danios in a 10g and even then, I don't really recommend danios for anything smaller than a 20gL. Those things never stop moving. Tetras are hyper but not nearly as bad as danios.
