Question Betta fish is swiming toward the top of the tank

My betta fish just got a new tank that is 2.5 gallons but he keeps swimming only at the top. Any idea what is going on? Is this a problem with chemicals or perhaps the water quality?

He does sometimes go down to the bottom, but I have noticed that when I am around, he is always near the top inch of his tank.

No, he has been fed the same if not more than usual. I'm not talking about him swimming to the top when I walk by. I am talking about the fish being there for hours on end, even when he doesn't notice me around.

He does go to the bottom sometimes and explore, but it's rare.

Bettas have a labyrinth organ which requires them to go to the top of the tank to breathe air, so he might just be more comfortable hanging out near the surface. However, if he's bloated or having swim bladder issues, he may not be able to swim downwards. Does he seem to have any problems staying upright or look swollen in the stomach area or have problems swimming?

None. There are no major problems. In fact, he was so aggressive and unruly, that I had to get rid of my other betta who was separated by a dark divider. This is a tough fish.

You said that when you are around that he comes to the surface so he probably is just wanting food, just because he is well fed doesn't mean that he doesnt want more food. Bettas have been known to eat up to 5 times of what they should be eating, and he is probably just exploring the whole tank when you aren't in the room

What if I don't think he's eating? Mine seems to hang out in the same spot at the top of the tank a lot too... He does swim around though occasionally.

Is your water heated to a good temperature?
Betta become lethargic in cold water.
