Hospital Tank for Baby Betta

on 1-1-12 i bought a baby betta. she seemed to do well for a few weeks. then she was clamping her fins. i raised the temp to 80 from 78, did water changes. she did not get any better. used ick treatment as she looked like she had velvet fins. no change. i got out my plastic 2.5-3 gal plastic keeper (2.5 gal of water in it now) and set it up as a hospital tank so i could treat her a little easier. she was in a 1 gal acrylic tank. used 1 tsp espon salt to 1 gal water and ick treatment. it has been 7 hrs now and she looks better, color wise. fins still clamped. temp of tank is 82 currently.

i went looking for PP (Potassium Permanganate) but could not find it at any of my local pet shops. WHERE can i get it..?

any other suggestions...?
