Hello my betta make strange liquid

I can't help with the liquid since I'm not an expert (sorry), but the measurments for your tank were in cm, right? If they are, you have a 10 liter or 2.642 gallon tank, and one 20% change a week lets the ammonia get two high, even if you have a filter. In an unfiltered 2.5 gallon tank, you should do two water changes a week, 1 50% and 1 100%. You probably don't have do that schedule with a filter, but two 50% changes a week should work. Any less, and you'll probably have a sick fish eventually. I know that didn't help fix your problem, hopefully someone can help you soon.

That looks like shed slime coat or heater snot. As long as the betta is acting okay, it's nothing to worry about.
