How often do you feed your betta fish? pinch of flakes 2x daily. 4-5 blood worms split up between two meals 2x week

What type of additives do you add to the water when you perform a water change? Aqueon ammonia neutralizer(which also neutralizes chlorine and chloramines) and API PH Down. Fluoride and chlorine are added to the water.

pH: Somewhere above 7.6(scale ends there with API drops test kit. Currently trying to bring it down to 7.0 very gradually because I think it was above 8.0)
Hardness: 20-30 grains of hardness
Symptoms and Treatment
How has your betta fish's appearance changed? None. His poop is light brown with a white string like thing at the end.
How has your betta fish's behavior changed? More sluggish than usual.

How old is your fish (approximately)? Don't know. Got him in June from friends who had had him for about 3/4 year(they won him at the fair)
He was severly abused when we got him. He was almost dead and I can't believe he made it. He's probably had the parasites since we got him, but we didn't notice it until today. We have a QT tank we can put him in which holds a bit more than a gallon so we can medicate him properly. We'll move him in there if you think we should. He's always been not as active as our other fish because of how he was abused, but he's been a lot more lethargic, just laying around a lot of the time. I don't know if he will be alright because of his weakened immune system, but please help. We don't want him to die.
We have AQ salt, Epsom salt, and Maracyn 1 and 2. We can buy API General Cure nearby if you think we should.
