fungus? bacteria? both?

I have white growths around the mouth and eyes of my betta. I've tried using wide spec. antibacteria treatments and antifungal treatments, but nothing has seemed to work. I did remove my filter media before treatments. The fish has an algae eater tankmate that is doing fine. Just wondering if anyone can identify the problem so I can focus on one kind of treatment. Thanks!

Temp 78-80 F
