Salty smelling tank?

Argh! I swear my fish tank hates me Alright, so I have a 5 Gal Fluval Chi, that I bought used and thoroughly cleaned it with vinegar and hot water, it was running fine until I added Melafix. I added Melafix for my Betta's ripped fins, and then found out it was bad for his breathing and it was creating a horrible salty/herby smell! So I put him in a temporary tank and cleaned the tank with bleach and water (1 part bleach, 15 parts water) and then also soaked everything for 24hrs in hot water. The smell finally went away! Although I had to throw out the plastic plants because they kept smelling, and I figured that is what ripped his poor fins.

Anyways, the tank has been fine for over a week but now it is smelling AGAIN! Not as strongly, but it's still gross... wondering what might have cause this. I did a 25% water change last week, and will be doing a 50% one this weekend to see if that helps... Any ideas on what I can do?

New substrate, gravel, washed it with vinegar and water, and then rinsed with hot water, and it sat emerged in hot water for 24 hrs before I put it into the tank. Same with the new silk plants

I suppose I should mention that all I used in the tank is water conditioner And his tank has a heater, and led light! The tank is heated to 79-80F, there is gravel as substrate, a hidey cave that is 2 barrels from petsmart, 2 silk and 1 plastic plant.

If I can't get this fixed, I will be getting rid of this tank and getting a new one or one without a filter.... help so I don't have to do this?
