Water Irritant or Fin Rot?

White strings coming from fins. Tried to get the best picture I can, but it's hard to see what I'm talking about. Also, included one healthy pic (the first) and the now pic and it seems like his fins are slightly shorter.

A little background:
Our fish has had this strange symptom twice now. The first time when he lived in a one gallon tank, but he seemed to have healed himself. Last week we moved him into a 10 gallon tank and he seemed happy. Water was nicely conditioned but we didn't cycle the tank before adding him. The filter we had was too strong so a couple of days ago we switched the filter for one that could be turned down. We also added 5 ghost shrimp to see how he would feel about tank mates and went away for the weekend and so he missed one day of food. We also turned down the heater just a little and it was colder than he was use to earlier about 70 when he normally has it at 80. However, the temperature is back up now.

Today, he is being a lot less active, staying in one side of the tank, and has stringy fins, almost looks like just white strings happen to be hanging off his fins. I checked the water and turned the filter up just a little because the ammonia was slightly high (about 0.2). Anyone recognize the symptoms?

Tank: 10 Gallon (conditioned) with 5 ghost shrimp
Temperature: 78-80
Ammonia: Was 0.2-1.0
Nitrate (NO3): 0
Nitrate (NO2): 0.5
Hardness: 150 (hard)
Alkalinity: 80 (moderate)
ph: 6.5-7.0

It kind of looks like fin rot, but what's really concerning is that temperature difference. That is not good.

Treatment: Conservative: Treat with Aq.Salt at 1 tsp/gal. Increase water changes to 100% daily. Replace accurate amount of salt following water changes. Add Stress Coat to help repair tissue. If there is little to no improvement within the first 5 days, you can increase the salt dosage gradually to 2tsp/gal but do not continue any salt treatments past 10 days. Medication: If Conservative treatment is ineffective use API Tetracycline, API Fungus Cure, API Triple Sulfa, OR API Erythromycin. Also add Stress Coat to help regrowth. Continue until fins/tail stop receding and start showing some new growth.

He's not doing well at all. He kept sinking to the bottom on his side and so we put him back into his 1 gallon tank, with fresh everything. Went in to check on him and he was floating at the top on his side but reacted to my voice and started swimming around a little before he started twitching in a circle and sunk back to the bottom. It's not looking good. His fins seem to be quickly melting away and we don't have any medicine. I think petsmart closes in 3 minutes so I don't know if I'm going to be able to save him. :(

No, we don't have any aquarium salt. I am going to the store in the morning. Hopefully he makes it till then.

hmm that kind of behavior makes me want to believe he has fin rot + developing ich but thats just based on one of my older crowntails.

If there is a Walmart open near you, usually they have AQ salt.
