Unhappy My Betta Needs Help!

Hi, My beta has recently gotten some very suspicious white patches or spots, my first thought was this has to be ick so I tried to use a product called ick guard. After using that I have seen zero results and it looks like the spots may be getting worse. He seems to act fine though, no staying at the bottom of the tank, or not eating. Ick would look like he was sprinkled with salt.

Are the spots fuzzy looking? from the picture they look like holes in the fins or at least very transparent skin.

How often are the water changes and how much?

I usually do a full water change once every 2 weeks.

That's not a very big tank, is it? Couldn't be more then 3 gallons, though looks smaller. I would do more water changes, unless you're doing a lot of 50% changes in between. I've never seen spots like those.. but at least in the pic with the circles, it looks like we're seeing through the fins to the decor and wall behind. Strange.
