A heat pack is constantly heating the box, unlike a aquarium heater. So if you have a heatpack in 80-85F weather the box will get to hot and kill the fish. Bettas can survive a few days in colder water, and the box should be insulated so it will be even warmer than the air outside. The air is just simply to hot to use a heat pack. @RussellTheShihTzu probably has more experience with this.
I actually haven't shipped out any fish but I have received quite a few.

8 female bettas and 12 male bettas

Yea I'd probably second the no heat pack depending where you're shipping. Most states right now are pretty warm even at night, here in FL it's been over 90 F in the daytime and in the 80's at night. The fish can survive two days as long as it's not extreme cold. They make it in 70 degree pet stores for a week usually.

He is coming from the East Bay and going to Wisconsin. Ok then no heat pack. I have styrofoam too. Also, can a betta and a mystery snail be in the same bag while shipping?

No to heat pack and no to putting snail and Betta in same bag. Water will foul quickly. Fast the Betta for two days before shipping, anyway. A fasted Betta's water will stay cleaner.

I received a boiled fish with head detached from his body and water a slimy green. Person used a heat pack in the Summer. Go figure....90 degree weather and he added a heat pack.

Ok got it. I will fast both of them for 2-3 days. Then its off to Wisconsin!
