Columnaris! Help!!

These are my neons. I was given them by an older man down the street moving away. The others had died/been eaten, these are the only two left. One has Columnaris that I haven't been able to cure, and he's disinterested in food. It's become a mission keeping his quarantine tank away from the others because of the area my tanks are in.

Of course there's only one other neon and he's half blind. He's in the quarantine with the other because he used to help him find food. But of course now he doesn't want to eat and the blind one can barely find food.

What do I do? The blind one doesn't have any symptoms of columnaris. Should he go back in the community tank? Euthanize the sick one? Help please?

Do you have a carbon cartridge in your filter?
How many/much water changes are you doing?
Are you using a gravel vacuum?
Have you used aquarium salt?
Copper sulfate, Acriflavine, Furan, and Terramycin can all be used externally to treat it.
