Question General question about hungry fish

Someone who claims to be a fish expert told me that hungry fish gulp at the water surface and swim close to the front of the tank. Is this true? It doesn't make sense to me. Gulping at the water surface means there isn't enough oxygen in the water. The fish in question are saltwater and are housed on a laboratory aquatic rack system, if that helps.

What behaviors do hungry fish exhibit? Do satiated fish behave differently?

No betta yet, just two cats: an Aby and a DMH.

Hmmmm, I thought the gulping is a sign of bad water quality...I have Betta and Gourami only and they are often in the front and top of their tanks because that's where they hang and go to get oxygen. As far as fish being hungry, I feel like they are "always" hungry or want to eat unless they are sick...

That's what I thought too, low oxygen and / or bad water quality. But the fish are on a well maintained laboratory aquatic rack system (Pentair if anyone is familiar with that brand) so there aren't any water quality or oxygen issue. I don't know why this person who is supposed to be an "expert" said that gulping at the water surface is a sign that the fish are still hungry
