Help! This is my first Betta and I don’t know what to do

Hi I’m really worried about my betta fish she has been laying on the rocks and used to be so energetic. I do t know if I should clean the tank or replace the water. She looks sick and I don’t know what to do. Unless there is nothing I can do.
