crazy poor conditions

say what?! So here is the story: My neighbor across the street has a betta and he seems to have eyelids, basically he is a bright green/blue betta and his body color completely covers his eyes!! What is this...? if i can get a pic of him i will post it. he lives in a less than 1 gallon bowl...
