Do I need to do it weekly or twice a week, and how much water needs to be changed?

We have a siphon, I am just unsure of how often and to what degree the water needs to be changed. Thanks!

In a filtered 10gal with a single Betta-water changes of 50% weekly with vacuum in all areas that can be reached without moving anything or disruption of plant roots.
Filter media-needs a swish/rinse in the bucket of old tank water a couple of times a month to maintain water flow.
