Where in the tank would you like to see more movement? Cory cats would scavenge the bottom in groups, and they're fun to watch. They also have a very good track record as far as being kept with bettas.
I've never tried them with bettas, but Rummynose tetras are a nice schooling fish. They're very hardy and fast, so they might be fine with bettas, depending on the betta's personality.
