In my experience, betta don't do much swimming around and definitely not quickly, except at feeding time. This seems normal to me. Turning on the light can lead to more activity. Note that live plants can cause pH to go up. Try not to adjust your pH by more than .2 in a day. I personally wouldn't worry about the pH unless it keeps going up instead of down.
