so im not sure if this guy has an infection or if he is just going to be blind
i just bought him tonight so any input would be helpful

No one has any input? If its an infection ide like to start treatment but I'm not sure what with

Does it look likes it's white and puffy? Or does it look hard like an actual scale?

It looks like filmy or like a cataract

Well, what you could do to be on the safe side is start an Aquarium Salt Treatment with daily water changes for a week. Or you can wait a day or so and see if it spreads, gets worse, or your boy shows any weird behavior.
