Straight up and down, into three equal sections. Like the pic below in my opinion. I just did this myself with a 10 gal. I have it half full so I can slowly introduce the last few gallons and save myself on a few water changes.

Oh yeah those will work if you want to spend 10 bucks a divider. I used canvas mesh from Michales (craft store) and straws (with a slit down the side) to keep them straight. I've heard of people using aquarium safe foam/sponges, glass cut to the tank, "grass wall" (can take a while to grow). ummm I'm trying to think of other ways. As for painting I"m not to sure on that.

@Ivandert: How did you secure them to the sides of the tank?

I didn't. I cute them to be within one square of fitting in there perfectly and then slipped a straw (like a normal drinking one, clear, split down the side) over the mesh. It digs into the gravel and holds it relatively straight and gives it just enough pressure to make it flush to the side of the tank :-D
