Romeo isn't eating that much unless it drops to the gravel, How can I get him to eat it when its still floating

Have you tried soaking it in garlic juice, as this will motivate him to consume the food or tried a different brand, because he may not prefer this one. I have had picky bettas who would only eat certain types of food. another possibility could be due to the size of the pellet. Smaller bettas wont fully consume larger pellets and will only eat softened and soaked ones

I will see if he eats some freeze dried bloodworms

I would only use it once or twice, yet no more than that amount as they can cause long term problems. and you might want to underfeed too
