It really depends on the fry. My current fry at 3 days seems unable to eat them, but in a previous hatching, they were able as witness by their pink bellies.
Big mouth = can eat bbs.
In all cases they seem big enough after a week or so to eat them. This time I also have cultures of micro worms and they do seem to be able to eat them, at least the smaller ones. Their bellies are white, but they do seem to be eating.
BBS should be fed at the end of the first week. I generally don't feed them for the first few days (microorganisms) then I put them on MW (or similar) and then BBS at the end of the first week.
