Before I cleaned my bettas tank there were bubbles at the top so immediately I thought it was a bubble nest. But, when I took half of the water out, the bubbles stuck to the side of the tank and did not pop (as shown in the pictures) are these snail eggs?

yes, I Believe I have an aqua clear filter.

What is your tank‘s footprint? And where is the HOB situated?

I think these filters are not exactly made for a low waterline as water falls vertically into the tank and is kind of ”stuck“ there.
If you raise the water level you‘ll see that the outflow looks more horizontal and creates a better flow across the tank (like in all interior filters and canister filter outlets).
I‘ve dealt with this aswell - that‘s why I was asking.

It‘s not harmful or anything. And I love the Aqua Clear!

Just always make sure you‘re vacuuming the substrate as - in my opinion (pls. add any experience) - the flow in the tank is not ideal and waste won‘t be proceeded to the filter in an optimal way.

Bettas make the bubbles from their own spit. Yes that is fish spit. It makes the bubbles more stable so I’m not surprised they stuck to the side as you lowered the water.
