after i moved my fish closer to where i was working at my desk, every time he comes up for air, he forms an air bubble. And in the corner he created a bubble nest, which i know is a good thing, means that he is in good mood, right?

well, all along the side and almost the whole surface is filled with tiny bubbles. Every time he comes up for air he creates a little air bubble. This is good news, right?

I am just wondering is this is a sign a need to change his water.

Oh, this happens with my fish too. It's just a side-affect of the Labyrinth Organ.
Here's an example: You are about to go underwater. You take a deep-breath and dive in. You have a feeling to take out some air, so that happens. It's something like this. It's just a side-affect. Don't worry. Only if his Gills are moving heavily, you should be worried. ;P

Regardless of the bubbles, make sure you are doing an appropriate water change schedule for your tank size.

1-5 gallons unfiltered = 1 x50% and 1 x 100% per week
1-5 gallons, filtered = 2 x 50% per week, vacuuming the gravel on one
5+ gallons, unfiltered = 2 x 50% per week, 1 x 100% per month
5+ gallons, filtered = 25-50% per week, vaccuming the gravel
