This is my sister's CT that she got at Walmart in September. He's been in her room up until recently, so I never really got a good look at him. But I noticed he seems to have some deformed(?) rays that look gnared at the end. Is this a result of poor breeding,the conditions he was kept in prior to being bought, or something else? Can it be helped?

I would have to say conditions prior to being bought.

Some betta's fins become slightly deformed after being kept in a cup for long periods of time. Poor water conditions would also be a factor when being kept in the cup

That's what I thought, I think he had them when he came home... He was her birthday gift, so I didn't really get a good look at the time.

That's how CT fins regrow after damage. All crooked. You can tell because of the way they split again at the bottom on some of them.
