Ok, so I did some research and I found out what they're for.

So I'm hooking up a Penguin 100 power filter that handles up to 20 gal... and my aq is a 10 gal. Do I need a baffle?

I'd say yes, the outflow really tosses the fish and food around.

If you find the water bottle method unable to work for you using aquarium sponge can also work, I know this picture isn't your filter but most filters are alike, shoving pieces of aquarium sponge where I've indicated will also effectively baffle your filter.

My outflow was fine but the intake blew my fish all over the place. I found putting an intake sponge over the intake solved the problem.
