I've had to put one of my neons in a hospital tank because i think he's sick. My betta seems very obsessed with the whole thing, and is very interested with it. will that stress him out???

If he isn't losing color or getting stress stripes I wouldn't worry about it. In all likelihood he is just curious about the new item in the tank.

+1 bettas are curious, one of my females investigates everything unusual, from me using a gravel vac, to a floating bag with new fish being acclimated. Nothing to worry about.

Phew! Thanks for the reassurance! I actually couldn't even fill the container with water because he was already under it. Then he spotted the food that was inside and couldn't understand why he couldn't have it. (I wanted to see if the neon ate)

Yeah sounds like an inquisitive betta, I wouldn't worry. Sounds like normal behavior
