Hapi-Gro Top Soil?

I'm looking to set up my first ever NPL (20gal L/low tech/heavily planted/2 bettas/~3-4 nerites). I always hear Miracle Grow lobbed around and also suggestions that the cheapest (less "enhanced"), most basic of the basic, pure soil you can possibly get would be the one to go to.

Has anyone tried this? It's called "Hapi-Grow Top Soil". It seems to be the plainest of the plain, and I'm wondering if people have used it and what they're thoughts are on it?
Is there such a thing as too basic, and would this be? It says it doesn't have any organic matter in it, so I'm not sure how nutritious/useful this would be.
