Ok so first bettas need at least a 2.5 and he lives with a frog in a 2 gal well I recommend you getting a 6 gal and a heater but I don't understand how your tank is 79 but if you can keep it that way you don't need a heater I believe your betta is sick because of the small inviorment with the tank mate

And you need to use the filter the tank is toxic for the fish right now and 25% water changes every week

You do have a fish net right I don't like using the fish net but sometimes it's necessary

Yes so the best way I like to move fish from place to place is putting them in a bag and letting it float but I don't move fish much
