I Don't Know What's Happening

One of my koi bettas is flaring at the other koi betta. Idk if the one flaring is a male or female but the one that is being flared at is a female. When the flaring betta follows the female, it doesn't nip fins and it stays flared. I read that this is how they impress females but there is no bubble nest. I am very confused and curious about what is happening.

As @Feanor said, flaring pictures would be greatly appreciated, but aside from that, flaring is not really an indication of gender. Both females and males do it, but there are some differences in the way they do it. If you could provide some flaring photos, we will be able to help you figure out your bettas gender

I would separate them. Put the female in a breeding box inside the tank. If you have done that (the female has been separated from the male for a few days), maybe the couple is not correct (like all marriages, you have to choose a correct couple. Or face the consequences!). Try putting another female with the male. Or the same female with another male.
