Symptoms and Treatment

How has your betta fish's behavior changed? He's become more inactive as this has lingered.

In order, I've scrubbed his tank several occasions (there was brown algae and I thought that was it), bought PhosGuard to treat the algae and cleared up immediately; though he didn't improve. I've attempted 5-10minute salt baths for 5 days each, first with Aq. Salt then with Epsom salt after a week rest period; no improvement. Bought an actual antibiotic salt (Metro) thinking it might've been internal parasites, gave him 5-10minute baths for four days since he wouldn't eat soaked foods; no improvement. I've changed his food several times as well. He had a normal diet of brine shrimp (TopFin) and bloodworms (Omega) until this started. In the beginning I fasted him for a few days and then gave him a pea, it bloated him as well. I then switched to daphina and mysis (Zoo Ned), then flakes (Tetra), then pellets (Tetra). Each food makes him bloat, though I'm glad he is still eating. Each time I feed him I've soaked the foods thoroughly.
Does your fish have any history of being ill? Once before with popeye when he wasn't in my care.

It's been such a long time that he's been like this, he seems to be getting depressed and I don't know what to do. I'd really value some help.
