I just got my first Betta fish from a local market fish seller without knowing anything about the fish's age and gender. the fish is very slow and stays at the bottom of the round tank most of the time. it also splits out food and it's fin and tails are sort of ripped. I want to know if it has any illnesses

You need to respond to these questions or we really can't help without guessing. Do you have a photo from the day you purchased him?

You are in a country where it is warm year round, correct? And 27C is 81F?

If his bowl's water temperature is different from the replacement water temperature shock may be one of his issues.

I would suggest you get another container. When you do water changes, fill it and let it set out at least 8 hours. Move him to the container that has been sitting out. Next water change repeat by leaving his bowl out. I hope that makes sense.
