It's probably nothing, i just want to make sure.

My fish has like little black dots on his fins. (the ones on their side that they use to swim.. whatever they are called. :L)

What type of additives do you add to the water when you perform a water change? Conditioner, Ager, & currently to treat fin rot, Aquarium Salt and Wardley Fungus Ade(whichwas recommended by the fish store).

Sounds like just coloring. If he's always had them and isn't acting funny, then I think he's fine.

Scout has Blue side fins, and he's fine. Jem used to have black dots on his top fin, and he was fine too o3o
