My new HM? Betta is freaking out in my 29 gallon tank. He spazzes out and then just stays at the top of the aquarium before he spazzes out again. Is this normal or not?

Yep, he is in it by himself

He's probably a little scared of all the wide open space - to him, lack of cover means plenty of opportunities for predators to see him and catch him. Try absolutely packing the tank with stuff. Floating plants will also help (to hide him from all the birds).

Put lots of coffee mugs in there in the interim, and any tall decorations you have. Should help until you can buy more decorations/live plants.
